In Japan, most of used cars are sold in auction houses. Japanese car auction works like any other type of auction, meaning that the highest bidder can win.
However, most of auction houses do proxy bidding, which means the maximum bid you announce will not be the price you finally pay. It is in fact generally less. For example, you are prepared to bid a maximum of 300,000 yen on a car and the next highest bid by other bidders is 200,000 yen. You then win the car at 201,000 yen (5,000 yen is the typical minimum bid increase). Only if other buyers were prepared to go as high as 300,000 yen would the car end up costing that amount. So the maximum budget which you provide does not mean that you will necessarily pay that full amount, it's just the highest case scenario. Exact sold out price will be informed by auction agent.
